Do I have LED ring headlights? How do I make them work!?

I was looking over my MR2 the other day, and noticed something I'd not noticed before.

On cleaning the headlight lenses, it looks to me as if the headlights aren't stock, and have an LED ring:

Does anyone have any idea what these are?

I've tried every combination of switches and lights in the car, and can't seem to get them to turn on.

Short of ripping the things out to have a look, I'm not sure what to do.

They're obviously not standard, so whether the ring is wired up at all is down to the person who installed them. You'd likely have to start taking things apart to find out.

I'd suggest the quickest way to check if they may be wired up anywhere is to open the frunk and see if there's evidence of extra wires coming from where the headlight. You could also remove the headlight housing itself to see if there's any non-standard wiring connected.

Also, bear in mind that blue lights on the outside of non-emergency servcies vehicles are illegal here in the UK.
