MR2 inner sills

Hi, I cant seem to find anything on this specifically but I am repairing my 1990 MR2 T-bar and I have painstakingly removed the drivers side sill - this was really only difficult because my garage is tiny and i have a small amount of room anyway the insides of the sills behind the inner layer are covedered in surface rust and I cant think of a good way of clearing it without removing the actual inner sills and that feels like alot of extra effort just to clean and paint it - is that really what needs to be done? or is there a way of cleaning and rust proofing it without doing that? I really do want to clean all the rust up asmuch as possible, Cheers - appologies if I have created this post wrong this is my first time posting or anything

Remove any loose rust and treat the area with a rust converter first, something like Bilt Hamber Hydrate 80
Black is not a colour ! .... Its the absence of colour
