It's affected by your tyre sizes
The stock 2GR rpm limit is 6250rpm and this is a bit limiting on an E153, but it should get you to ~150ish (depending on your tyre sizes).
I'm a bit surprised you have an E153 in the celica.

You can get really cheap rpm guages the type used to setup chainsaws so for both 2 and 4 stroke. They have a bit of wire hanging out of them like an aerial you just put close to or run a turn or two around the ht lead.

Sure but Lotus are not going down the local wreckers and pulling out a Camry engine to stick in it are they ?
That's like comparing my stock 3SGTE to a 350hp forged build.
You can make any engine better if you throw enough money at it.
The original engine is built with a certain characteristics to match the application there is no getting away from that.
Pretty sure if you could have got the Nissan GTR V6 into it the 2gr engine would go in the bin. It's all relative.

Well, I don't need to check the calibration anymore. It wasn't even 7500. Rev gauge shows bang on 8k when it hits limit. I know for a fact thats wrong, so my original question still stands :(

The E153 was a last minute swap in for various reasons

The trouble is you don't know what your rpm actually is, so you you could be hitting the rev limit.
You know your rev counter is indicating 8000, you know that's wrong, but you don't know what your actual rpm is.
That's why I suggested another rpm meter that picking up from a rotating part so you can find out what rpm your engine is actually doing, then you can go from there.

But even if I knew my rpm was limiting at the standard 6250, I still don't know if the top speed is what I should be achieving with the size tires/unmodified ecu/e153 gearbox. I've a concern that the 5th gear ratio has been swapped out.
Even if I do find out what mine is at, I still need to know what others are able to do in their unmodified ecu's.
Then I'll know if my gearbox has a standard 5th gear, or if its been swapped and I need to be changing the gearbox over.
I shall still be getting a rpm counter to find out where mine is at.

I'll add, for the above screen shot, those numbers do seem to be correct (absolutely close enough) with respect to top speeds in gears 1-4, but 5 throws it all up in the air and doesn't match the speed I'm at when I limit out.

You're mixing things up. You can't swap 5th on an E153. You can on an S54, but not on an E153.

FWIW, stock MR2 rear tyre sizes are 225/50/15
or more often seen these days: 245/40/17
I run a 245/40/17 and it's within 1% of GPS speed (but then i no longer use an E153 so it may be irrelevant)
You are running 225/45/17, i'm not sure if that's a smaller rolling circumference to a 225/50/15

23.86 is the diameter of 225/50/15
So the 15 sliiiiiightly smaller.
Also, I do believe the e153 5th gear can be swapped out easily. I've been told by a few people already it can (I'm only talking from what I've been told, I don't want to say you're wrong, but what I've been told and shown in a video does lead me to believe it can be done)

Nothing else needs to be removed. At that point, 5th gear can be swapped out with another. I'd previously had inklings there may be an e53 5th gear in mine, as it matches the ratio to speed to the assumed rev limit of 6250 almost perfectly.
