Engine cover insulation

Hi all

I have a 1991 Rev1 car and it has no insulation under the engine cover. The question is should it have some or was this an addition to later cars?

This diagram shows 53341B - INSULATOR, HOOD so looks like your is missing

when they got wet or tatty, some people removed them
